How 'Brown Oceans' Fuel Hurricanes

Hurricanes and tropical storms typically gather strength while moving over warm oceans, where the energy released by evaporating water fuels these storms' high winds. These storms usually weaken rapidly as they move over land and are cut off from their fuel source.

But researchers are now gaining a better understanding of tropical cyclones that don't conform to the mold and grow stronger over continental land masses, even hundreds of miles from the nearest ocean.

Under certain conditions, continents act as "brown oceans" that keep a tropical cyclone from weakening and, in some cases, make the storm even stronger than it was over the ocean, according to a news release from NASA. [A History of Destruction: 8 Great Hurricanes]

"The land essentially mimics the moisture-rich environment of the ocean, where the storm originated," said Theresa Andersen of the University of Georgia in Athens in the NASA release.

These inland tropical cyclone maintenance and intensification events, or TCMIs, form a newly described storm category that was not often studied in years past ? until 2007, when Tropical Storm Erin ravaged Texas and Oklahoma.

Unlike most tropical cyclones (a term that includes hurricanes and tropical storms) that lose strength after making landfall, Erin actually grew more powerful as it tracked into central Texas. To the surprise of meteorologists, Erin formed an eye over Oklahoma, hundreds of miles from the Gulf of Mexico. And as it moved over the southern plains, Erin grew more powerful than it ever had been over the Gulf.

For a land area to function as a brown ocean, three conditions need to be met: First, the lower level of the region's atmosphere should have little variation in temperature; second, the soils in the area must contain plenty of moisture.

Finally, the heat released from the evaporation of water in the soil should average at least 70 watts per square meter. (By comparison, the heat released from evaporating tropical ocean water averages about 200 watts per square meter.)

While these TCMI storms are common in the United States and China, during a review of 30 years of storm data compiled by the National Oceanic and Atmospheric Administration (NOAA), Australia emerged as a hot spot for TCMIs.

Researchers like J. Marshall Shepherd, a colleague of Andersen's at the University of Georgia, are considering the possibility that global warming and climate change might cause TCMI storms to become more common.

"As dry areas get drier and wet areas get wetter, are you priming the soil to get more frequent inland tropical cyclone intensification?" Shepherd said in the NASA news release.

Wildfire clears thousands in Calif. mountain town

IDYLLWILD, Calif. (AP) ? A wildfire that has burned huge swaths of wilderness has turned toward the mountain community of Idyllwild, leaving the town of artists, inns and outdoorsmen virtually empty in a summer tourist season when it's normally booming.

Some 6,000 residents and visitors in Idyllwild and smaller surrounding communities had to clear out Wednesday as the fire in the mountains southwest of Palm Springs surged in size and began burning toward towns, the U.S. Forest Service said.

Some 2,200 homes were evacuated and 4,100 residences including hotels, condominiums and cabins were threatened, Forest Service spokeswoman Melody Lardner said.

"Yesterday it was pushing away from the communities," Lardner said of the 30-square-mile wildfire. "There's a new front moving in that's changing the direction of the winds. It moved in a little earlier than anticipated."

Residents and visitors from Idyllwild, a mountain vacation destination 100 miles southeast of Los Angeles that also has several thousand permanent residents, streamed down the two highways that led down the mountain toward the larger cities of Hemet and Banning.

Roccio Gutierrez quickly collected her two daughters and clothes as she prepared to evacuate.

"It's scary," Gutierrez told the Riverside Press-Enterprise. "I thought they had it under control."

Firefighters were going door-to-door to make sure residents were leaving as a huge plume of smoke loomed about a mile away, but some evacuees were optimistic.

"I don't see the town burning down," Elaine Moore, 73, who has lived on the mountain for more than 30 years, told the Press-Enterprise. "We've been through it before. We just have to keep chugging along."

Temperatures were expected to linger near 100 degrees for the next two days before a weekend cooling trend.

Tina Rose, a spokeswoman for the California Department of Forestry and Fire Protection said the blaze was showing extreme behavior in an area that hadn't burned in many years.

"The slightest little spark is going to make a run and torch trees," Rose said. "It's just so bone dry."

Seven homes were destroyed or damaged by the wildfire soon after it broke out Monday, and firefighters have been able to stave off serious damages since.

The blaze destroyed three houses, damaged another and destroyed three mobile homes, a cabin, a garage and about a half-dozen vehicles, the U.S. Forest Service said. Eleven outbuildings, five commercial buildings and several smaller structures also have been lost.

Nearly 3,000 firefighters and 25 aircraft had the blaze about 15 percent contained.

Camp Ronald McDonald, which hosts programs for children with cancer and their families, was also evacuated.

The fire was burning in the San Jacinto Mountains, about 12 miles from the site of the 2006 Esperanza wildfire that killed five U.S. Forest Service firefighters and destroyed 34 homes.

Mexico captures Zetas leader Miguel Angel Trevi?o Morales, known as Z-40

Miguel Angel Trevi?o Morales, the notoriously brutal leader of the feared Zetas drug cartel, has been captured, a US federal official has confirmed. It represents the first major blow against an organised crime leader by a Mexican administration struggling to drive down persistently high levels of violence.

Trevi?o Morales, known as Z-40, was captured by Mexican marines in Nuevo Laredo, the Mexican media reported. The US official who confirmed the media reports was not authorised to speak to the press and asked not to be identified.

Trevi?o's capture removes the leader of a corps of special forces defectors who splintered off into their own cartel and spread across Mexico, expanding from drug dealing into extortion and human trafficking.

Along the way the Zetas authored some of the worst atrocities of Mexico's drug war, slaughtering dozens, leaving their bodies on display and gaining a reputation as perhaps the most terrifying of the country's numerous ruthless cartels.

The capture of Trevi?o Morales is a public relations victory for President Enrique Pe?a Nieto, who came into office promising to drive down levels of homicide, extortion and kidnapping but has struggled to make a credible dent in crime figures.

At the same time Pe?a Nieto's pledge to focus on citizen safety over other crimes sparked worries among US authorities that he would ease back on their joint strategy targeting the leadership of drug cartels. The arrest of Trevi?o, a man widely blamed for both massive northbound drug trafficking and the deaths of untold scores of Mexicans and central American migrants, will almost certainly earn praise from Pe?a Nieto's US and Mexican critics alike.

Trevi?o Morales' rise from the streets of Nuevo Laredo to the top of Mexico's drug trafficking world was fuelled by a brutality that stunned a population inured to violence.

He began his career as a teenager with the Los Tejas gang, which controlled most crime in his hometown across the border from Laredo, Texas. He soon graduated from washing cars and running errands to running drugs across the border, and was recruited into the Matamoros-based Gulf cartel, which absorbed Los Tejas when it took over drug dealing in the valuable border territory.

Trevi?o Morales joined the Zetas, a group of Mexican special forces deserters who defected to work as hit men and bodyguards for the Gulf cartel in the late 1990s.

Stories about the brutality of El Cuarenta, or 40 as Trevi?o Morales became known, quickly became well known among his men, his rivals and Nuevo Laredo citizens terrified of incurring his anger. "If you get called to a meeting with him, you're not going to come out of that meeting," said a US law-enforcement official in Mexico City, who spoke on condition of anonymity because of the sensitivity of the topic.

One technique favoured by Trevi?o Morales was the "guiso," or stew, in which enemies would be placed in 55-gallon drums and burned alive. Others who crossed the commander were beaten with wooden planks.

Around 2005 Trevi?o Morales was promoted to boss of the Nuevo Laredo territory, or "plaza", and given responsibility for fighting off the Sinaloa cartel's attempt to seize control of its drug smuggling routes. He orchestrated a series of killings on the US side of the border, several by a group of young US citizens who gunned down their victims on the streets of the American city. American officials believe the hitmen also carried out an unknown number of killings on the Mexican side of the border, the US official said.

In one attack in the US the killers shot the intended victim's stepbrother and fled the scene, according to testimony at one of the hitmen's trial. As the hitmen fled Trevi?o Morales called them from Mexico and ordered them to return and shoot the man he had originally wanted killed, who was accused of not paying the Gulf cartel for drugs.

In 2006 the Gulf cartel and the Zetas defeated the Sinaloa cartel in Nuevo Laredo, a victory that emboldened them as they began spreading south to towns and cities that had never before seen organised crime. They set up criminal networks to control transit routes for drugs, migrants, extortion, kidnapping, contraband of pirated DVDs and CDs and countless other criminal activities, intimidating local residents and committing gruesome murders as an example to the unco-operative.

According to a US official Trevi?o Morales was in charge of Nuevo Leon, Piedras Negras and other areas until March 2007 when he was sent to the city of Veracruz following the death of a leading Zeta in a gunbattle there.

That same year Trevi?o Morales and Zeta head Heriberto Lazcano Lazcano began pushing for independence from the Gulf cartel after cartel head Osiel Cardenas Guillen's extradition to the US.

The Zetas split from the Gulf cartel and by 2008 had operations in 28 major Mexican cities, according to an analysis by Grupo Savant, a Washington-based security think tank.

In February 2008 Lazcano sent Trevi?o Morales to Guatemala, where he was responsible for eliminating local competitors and establishing Zetas control of smuggling routes. He orchestrated the military-style ambush of Guatemalan drug boss Juan Jose "Juancho" Leon in March 2008 and may even have fired the bullet that killed him, the US official said.

Trevi?o Morales was then named by Lazcano as national commander of the Zetas across Mexico despite his lack of military background, earning him the resentment of some of the original ex-military members of the Zetas, the official said.

The promotion involved Trevi?o Morales in virtually every decision by the Zetas, the official said.

Trevi?o rose to the top of the Zetas in 2012 after leader Lazcano died in a shootout with Mexican marines in the northern state of Coahuila.

Lazcano's body was robbed from a smalltown funeral home by gunmen shortly after marines left it unguarded. That raised doubts the former soldier had been killed.

Trevi?o Morales was indicted on drug trafficking and weapons charges in New York in 2009 and Washington in 2010, and the US government issued a $5m reward for information leading to his arrest.

According to the indictments Trevi?o Morales co-ordinated the shipment of hundreds of pounds of cocaine and marijuana each week from Mexico into the US, much of which had passed through Guatemala.

He also moved bulk shipments of dollar bills back into Mexico, the documents say.

According to one of the indictments Trevi?o Morales co-ordinated the payment of bonuses to cartel fighters, according to their territory and seniority. Regional bosses got $10,000, the indictment says. In one intercepted conversation Trevi?o Morales offered 220 tonnes of marijuana to a regional commander for smuggling into the US. The commander replied that he only wanted a tonne. In 2007 the indictment says, Trevi?o Morales discussed moving a shipment of 300-400kg of cocaine across northern Mexico in a sport-utility vehicle.

The next month, the indictment says, authorities in Texas seized $2.7m in an SUV. The money, according to an intercepted conversation, belonged to Trevi?o Morales.

Trevi?o Morales' brother, sister and mother lived in Dallas but he had many relatives around Nuevo Laredo and, while moving frequently to avoid authorities, he was believed to often return to his hometown, the US official said.

10 ways wind power is beating fossil fuel power in India

Anyone who?s experienced ? or even read about ? the widespread blackouts in cities across India, realizes how much power generation India has to add every year just to maintain what its growing, and rapidly developing, population and domestic industries need. But on the brighter side of all that electricity growth is that wind power is making up an increasing amount of the new power generation added in the country because wind power is now competitive with, and in some cases even cheaper than, coal in some places in India.

According to HSBC research, the bids for new coal projects in the Indian state Uttar Pradesh at the end of 2012 were in the range of 8 cents to 13 cents per kilowatt hour (4.5 to 7 rupees per kilowatt hour). The feed-in-tariff for wind in India (the price that?s fixed by regulation) is 6 cents to 11 cents per kilowatt hour (3.51 rupees to 5.92 rupees per kilowatt hour). That?s good news for clean power, though low feed-in-tariffs can cause other market problems in the long run.

1). India?s domestic coal industry?s got problems: India has the fifth largest domestic supply of coal in the world, but India?s own coal sector is rife with corruption, weak policies, and poor management. Essentially 80 percent of domestic coal production is managed by the government-controlled Coal India, which is hampered by problems. Since the domestic coal market has become so constrained, international imports of coal have been increasing significantly and coal imports are considerably more expensive than coal from Indian domestic sources. India still relies on coal for the bulk of its electricity, but coal is becoming more expensive.

2). Coal power uses a lot of water, too: India is also a water-constrained country, and coal power generation uses a lot of water ? the vast majority of water that goes for industrial sources in India goes to thermal power generation. Some coal plants have been closed down due temporarily due to water shortages, and some of the big blackouts in India have been found to come from water shortages at coal plants. Water usage is also expected to grow in India, so power generation technologies that use less water could have an advantage.

What can coal teach us about the cloud?

3). Aggressive feed-in tariffs: Clearly India?s state-led feed-in tariffs for wind projects are giving considerable help to wind power generation projects. The rates for feed-in-tariffs are reviewed on a five year basis, and are supposed to be reviewed in some key states next year. The idea is to increase the tariff rate slowly as wind power becomes more competitive on its own.

4). Low interest rates for wind projects: The Indian government has committed to help provide low interest debt financing for wind installations for the next five years. Low interest financing can make it easier for project developers to raise money to cover the cost of the construction of the project.

5). Weak natural gas resources: While the U.S. is experiencing a natural gas boom from cheap shale resources, India actually has a very small amount of natural gas domestic resources.

7). India needs a lot of power, from anywhere: With problems with domestic coal, a lack of natural gas reserves, and a push back on nuclear power, wind power offers one of the best options for India to add electricity. There?s a peak deficit of 12 GW of electricity right now in the country, according to HSBC. India wants to add 100 GW of power generation over the next five years, and that will be made up by mostly coal and clean power.

8). Wind power as a tech is getting cheaper: The creation of large publicly-traded wind turbine makers, and project developers, have led to wind power projects becoming more streamlined and cheaper and the wind industry is now at an economy of scale that has reduced costs. Wind power technology is one of the cheapest clean power options out there (not including hydro). Large wind tech companies in India include Suzlon, Wind World India, Regen, and Gamesa. GE, one of the largest wind turbine makers in the world, has also been making a significant play for India?s wind industry.

9). Top down wind targets: The Indian government has been quick to establish installation targets for both solar and wind, though these tend to be more aspirational than actual targets meant to be hit on time. The Indian government wants to have 15 GW of wind power installed in India over its next five-year plan from the Spring of 2013 to the Spring of 2017. The government wants 20 percent of its electricity to come from clean power by 2020. The country says it has a potential for 50 GW of wind power, though the wind industry thinks the country?s capacity is bigger than that.

10). Climate change plans: India, like many countries across the world, already seems to be experiencing an increase in extreme weather, particularly in some of the countries? poorer regions. While not everyone is impressed by India?s climate change commitments, clean power is playing a factor in those plans.

Analysis: Even as election spells Japan PM win, big reform may lose out

TOKYO (Reuters) - Prime Minister Shinzo Abe is likely to win a mandate on Sunday for his three-part recipe to end stagnation in the world's third-biggest economy, but anyone expecting him to use it to push a "Big Bang" reform agenda may need a reality check.

Abe's Liberal Democratic Party-led bloc is expected to win a hefty majority in a July 21 upper house election, ending a "twisted parliament" in which the opposition controls the upper chamber. Media surveys published on Monday showed the LDP maintained a substantial lead over rival parties.

That stalemate has hampered policies for most of the past six years since Abe, then in his first term as premier, led the LDP to a humiliating 2007 upper house defeat. He resigned two months later and was followed by a string of short-term leaders.

Abe, who returned to office in December for a rare second chance, will have few excuses for shying away from reforms including deregulation that many see as vital to generating growth - but his commitment to doing so remains in doubt.

"What's required is the kind of thorough-going reform that Mr. Abe doesn't seem to have the vision or stomach for," said Jun Okumura, a senior advisor for Eurasia Group and former bureaucrat at Japan's trade and industry ministry.

"Just because he wins an election doesn't mean vested interests will be any more amenable to changes that would affect them negatively," he said. "A leader can do a lot with the ability to appoint and dismiss cabinet members and ultimately, the right to call a general election.

"But I don't see Mr. Abe as that kind of leader."

Hopes for his "Abenomics" prescription of hyper-easy monetary policy, big spending and steps to promote growth pushed up Tokyo share prices and weakened the yen even before his LDP-led bloc won a December poll for the powerful lower house.

Business executives and economists welcomed his decision in March to join talks on the U.S.-led Trans-Pacific Partnership (TPP) free trade pact despite fierce opposition from the farm lobby, a traditional backer of the LDP.

Advocates say joining the pact would open Japan's economy to competition and boost momentum for deregulation to spur growth.

"TPP is not about agriculture reform, it's about whether Japan sits at the table when global rules are made and doing whatever it takes to be a first-rate power," said Jesper Koll, head of equities research at JP Morgan in Tokyo.

"That's what fires them up."

Abe has also backed reform of the energy sector that would break up regional utility monopolies, also powerful LDP supporters - although a political scuffle just before parliament ended in June prevented the reform bill from passing.

Optimists argue the desire of Abe and like-minded nationalists for a strong economy to ensure Japan's place on the global stage will keep up pressure for reform - a sort of 21st century version of the "Enrich the Country, Strengthen the Army" slogan of the late 19th century reformers who modernized Japan.

"I think he sees a genuine challenge to the sovereignty and power of the country," said Robert Feldman, chief economist at Morgan Stanley MUFG in Tokyo.

But reaction to Abe's "Third Arrow" of structural reforms unveiled in June has been tepid, prompting the premier and his aides to promise that more is in store after the upper house election.

Among the areas where critics want bolder steps are agrarian land reform, labor market measures to make it easier for firms to exit loss-making business and shift to growth sectors, cuts in the corporate tax rate and an easing of barriers to immigration to cope with Japan's ageing, shrinking population.

ACHILLES' HEEL ON HISTORY?

Reform advocates also worry about potential backsliding on promised steps such as energy market reform. "The LDP might change some part of the (utilities reform bill) so it doesn't have so much impact on incumbent utilities," said Hiroshi Takahashi at Fujitsu Research Institute, who sat on an advisory panel that recommended the reforms incorporated in the bill.

A split among Abe's growth strategists between those who see a big role for government in picking and backing new growth sectors, and those who want government to get out of the way to allow innovation, also clouds the outlook for reform.

Ironically perhaps, too big a victory on Sunday could make it harder for Abe to push through the sort of reforms that would harm traditional LDP supporters. Such a win would increase party complacency along with the number of MPs with ties to vested interests.

Some media forecasts give the LDP a shot at winning an upper house majority on its own for the first time since 1989. With no national poll required until 2016, LDP members keeping quiet now ahead of the election are likely to become more vocal afterwards.

"Are we dealing with Japanese politics" the answer is 'yes'. Will there be compromise? You bet. The risk of compromise moving to the forefront gets bigger the bigger they win," said Koll, who nonetheless argues Abe is intent on meaningful reforms.

Abe will also face a tough decision in autumn on whether to give the go-ahead for a plan to raise the 5 percent sales tax to 8 percent next year, the first stage in a scheduled doubling by October 2015 to help curb Japan's huge public debt.

Some LDP members fear a tax hike would derail a recovery, but postponing it could cause havoc in financial markets, where the move would be taken as a signal of reneging on fiscal reform.

The International Monetary Fund (IMF), while giving a cautious OK to "Abenomics", has warned of downside risks if Japan doesn't both cut its debt - already twice the size of its $5 trillion economy - and enact structural reforms.

Concerns have eased a bit that the deeply conservative Abe might shift attention after the election from the economy to pet projects such as revising the pacifist constitution, drafted by U.S. Occupation officials after Japan's defeat in World War Two.

The LDP's junior partner, the New Komeito, is wary of such changes and media forecasts suggest the LDP and small parties that also favor constitutional revision will fall short of the two-thirds majority needed to submit changes to a plebiscite.

But Abe may find his Achilles' heel in questions relating to Japan's wartime history, which he wants to recast with a less apologetic tone.

Abe visited Tokyo's Yasukuni Shrine, where wartime leaders convicted as war criminals by an Allied tribunal are honored with war dead, after becoming LDP leader in September.

He has declined to say if he will do so as premier, but could face pressure from supporters to go on the August 15 anniversary of Japan's defeat or at an annual autumn festival.

A pilgrimage to Yasukuni would outrage China and South Korea, which suffered from Tokyo's wartime aggression. Tokyo's relations with Beijing are already strained by rows over rival claims to tiny, uninhabited isles. Abe may also have trouble refraining from comments on history that spark ire in Beijing and Seoul, in turn upsetting security ally Washington and potentially undermining his support at home.

"It is going to be very tempting for Abe to speak his mind that seems like an endorsement of what he stands for as a politician," said Sophia University professor Koichi Nakano.
